Quinn cited the House's passage of a back-pay bill as his reason for letting workers return to their jobs, according to the Tribune.

Quinn said that he was able to move money around to pay some workers now. However, if the shutdown continues for another week or more, additional government employees will need to be furloughed, Quinn Spokeswoman Abdon Pallasch told the Tribune.

Twenty-eight government employees, mostly workers for military contracters and the labor department, are still not being paid.
